Typically when I animate something I don't do frame by frame, because I'm usually just translating a shape across the canvas in a creative way.  For this rotation animation though, I felt that it was a good opportunity to draw each pokeball rotation at a moment in time - and then put them all together to have it look like it was being tossed up and down in a trainer's hand.
